I think they look better without the casing, they are less likely to fail as well seeing as they don't have the chain driven valve gear!
They have had no-end of problems with Blackmore Vale...

I think the rebuilts dont look as good as the Spam cans .
I've done a bit of reading on the Bulleids and there is a school of thought that the Merchants as built were in fact better locomotives than the rebuilt version. Certainly the Air Smooth casing hindered servicing and the oil bath for the chain drive proved troublesome. It an interesting topic and I have several more books to read.
Some of the problems with Blackmoore were with the boiler, now if it is down to design or previous restorations/repairs I dont know. It's the firebox and stays that have taken her out of service for the foreseeable future

the bullieds are a nightmare of a boiler ot work on!
and all of them have the same faults when they come to us, firebox throatplate patch, all the foundation channels (where applicible) and the syphon edges where the arch fits just to name a few,
one of the problems is it was designed using the calcuations for a welded joint rather than rivets, this allows for thinner plate to be used than befor, great for the heat transfer, but unfortunatly they (in my veiw) didnt take into account enough, the internal corrosion.
