I really don't know. Mamod of course with the Roadster, Limo and Le Mans. The only other British vans / cars I can think of are MSS and the lovely Steam Van and the older 'Butcher' models (could be Tribe and Austin).
From America, Weeden did a lovely steam car in about 1905. I've only seen pics but a great model. Buckman made a fire engine (but I guess that doesn't count).
From Japan you can get a steam car made by Gakken.
From Oz, Scorpion did a lovely steam wagon and Cranko in New Zealand did a Steam Tractor (as in good old farm yard tractor)
And then of course we come to Germany. Wilesco don't make a car but ministeam do a whole range, T&W do a steam motorbike and sidecar. And then we come to the older German firms. Carette, Marklin, Bing and Doll all seem to have made a steam car at some point. It's just a question of finding them. Rare and bloody expensive to have in any collection.

Lutz make a twin cylinder live steam model of a Stanley Steam Car.
There was a maker from Germany who made Hot air engined cars that had RC control but I cant remember the makers name.
