Made by the Czech company "Merkur", they have an English language webpage http://www.merkurtoys.cz/en/  They are also sometimes found under the "Gama" name.  As far as I know Merkur bought up the designs/tooling when Fleischman stopped making steam engines.

Parni stroj is Czech for steam engine.
